TERM OF REFERENCE FOR INTERNAL EVALUATION OF MECO-ECOTRA AND SPERI (1995-2005-2007)
New challenges require Toward Ethnic Women, 1994 (TEW) and Centre for Human Ecology Studies of Highland, 1999 (CHESH) to be merged as the Social Policy Ecology Research Institute, 2005 (SPERI); and engaging with Mekong Community Networking for Ecological Trading,1995-2000-2005 (MECO-ECOTRA) would increase horizontal and vertical shared-responsibility in order to consolidate the grass-rootorganizational and institutional development for power relation decentralizing strategy in Mekong region. The internal evaluation aimed at: 1) analyze output indicators after 2-years reforming? 2) Focus on Community Organizational and Institutional Development (CBO and CBI) under MECO – ECOTRA; 3) Finding out the most specific influential indicators from different thematic networks under MECO-ECOTRA in the last two years which contribute to the changing processes at the local level; 4) Finding out the most specific “the bridging and coordinating skills” of MECO-ECOTRA coordinators in advocacy and lobbying policy horizontally and vertically.
