Cultural Identity, Biodiversity, Environment and Climate as well as CO₂ Emission are without borders. However, national politics and economics engage together to create many challenges and problems for environmental protection and Indigenous Minority Populations in the Mekong region including Vietnam. This pilot Customary Law Based Programmatic Approach towards “Community Ownership of Forest, Land & REDD+” is aimed at re-structuring and de-centralizing the centralized top down approach towards forest and land allocation to consolidate stronger local traditional governance in natural resource management.
